Structural materials, like cement and sand, gravel, along with fancier strong surface materials like modern glass plates, all resist the flow of electrons. Yet, there *would* be a jolt of voltage as the barge went over each spot, which could cause some *heating* in the materials, mostly. Glass and concrete would probably tough it out fine, for any vessel except 'Ever Given' sized barges! :O
