Tis true! And, that was the justification given for why ARPA-E *should* investigate LENR - which they are still doing, as I recall.

I point to Hagelstein's work on the Lossy-Spin Boson Model; he's a professor at MIT, math/phys, and his lectures are available online (youtube "Hagelstein MIT LENR" or go here: https://www.youtube.com/watch?v=CiNDqaFPO4A&t=7s. ) Hagelstein is not a quack, and he's not selling anything. Just like ARPA, Hagelstein believes that "there still does not exist a widely accepted, on-demand, repeatable LENR experiment nor a sound theoretical basis." Yet, there are numerous *noteworthy results* , suggesting that we should look further. I have a hunch that we won't need to look for long, and you *definitely* should NOT buy anything! We are not the target market, and convincing random people doesn't help the work get done. That link you gave is from October, incidentally - so what does ARPA think of the Bologna report I linked in the original article? It was made public early December...
